Definition of Class
The Digital Collections Librarian must be knowledgeable, creative, collaborative, forward-thinking, and service-oriented. The successful candidate will be knowledgeable in the area of local history, adult education, preservation, and digital archives. Working both independently and in a team, the librarian will help lead the library in creating specialized digital collections, local history programs, and diverse community-driven displays.
Nature of Work
Position requires self-directed work in a robust library setting, enthusiastic face-to-face service to the public, and outreach activity as a library liaison to the community. May coordinate the work of other staff within the location or department to achieve service and strategic goals. Library staff work rotating Saturdays and up to two nights per week.
Duties & Responsibilities
Professional level program planning and coordination, community outreach, collection development, and reference services for adults, and all other related work as required.
Design and implement digitization initiatives, in collaboration with local and regional partners, to make library heritage collections accessible online.
Plan future digital migration efforts to ensure collections remain safe and accessible.
Develop timely and relevant community-driven historical displays with ECPL or loaned material; coordinate monthly schedules of diverse displays.
Interact with patrons in-person, over the telephone, and online to offer assistance in accessing information and library collections in a variety of formats, including both print and digital, personally helping them find the best resource for what they need.
Plan, implement, promote, and evaluate creative and responsive services and programs at all ECPL locations. Supply a full range of patron services in obtaining requested material or information.
Participate and engage with outreach efforts to underserved and minority populations, professionally represent the library both on and off-site.
Collaborate with community partners to develop and conduct programs, presentations, and workshops in all library locations or off-site locations.
Maintain expertise of library resources (print, digital, and special collections) and provides extensive research assistance with both standard and specialized information resources and materials.
Assign proper metadata and OCR to digital collections to ensure that digital items are searchable online.
Prepare, present, and analyze statistical data; evaluate outcomes and set goals for collections and programs.
Provide hands-on assistance to patrons working on an array of history related or research projects; instruct use of equipment and software unique to the Heritage Room.
Perform collection development, including purchasing, weeding, and collection maintenance.
Consult with collection/archive specialists as needed to maintain integrity of sensitive and/or valuable items.
Recommend and purchase a wide variety of collection items efficiently and effectively within the boundaries of a predefined materials budget. Evaluate current collection items for removal based on established guidelines. Assess collections as a whole for timeliness, accuracy, and comprehensiveness.
Act as a project leader for library initiatives, including identifying opportunities and implementing grants.
Motivate and build competencies in staff at all levels, oversee and refine service design in areas of responsibility, and develop responses to community needs while keeping a system-wide perspective.
Maintain an inviting, accessible, and safe environment for library visitors.
Interpret and communicate library policy to staff, patrons, and the community and resolve patron problems when necessary.
Keep current on developments, trends, and standards related to the subject areas of responsibility.
Adhere to library and information ethics standards, including a dedication to patron privacy.
Perform other activities needed to maintain the public library.

Knowledge, Skills, & Abilities
Excellent customer service knowledge and skills, service-focused attitude.
Digital asset management in various file formats, and basic creation of metadata for digital objects.
Broad and current knowledge of historical research principles, genealogy, and local history.

Proficiency in scanning, digitizing, and microfilm equipment in order to produce archival quality scanned files. Familiarity with Integrated Library Systems, other library applications, and common library databases.
Comprehensive, demonstrated knowledge of current technology, digital literacy and ability to coach new users on technology to assist research efforts. Willingness to learn new technology and job-related skills.
Ability to professionally analyze technical problems and arrive at timely and effective solutions.

Minimum Requirements
Master's Degree in a related field, OR a Bachelor's Degree in a related field and 4 years of direct experience working with and implementing digital archives in libraries, or related fields
Minimum of 2 Years of Experience in a Library, Museum, or Archival Setting
Basic Working Knowledge of Microsoft Office
Must be able to Type a Minimum of 30 Words Per Minute with Accuracy
This job requires a high level of mobility: employee needs to stand for long periods of time, bend over, squat, twist, stoop, climb, and lift up to 50 lbs.
Access to transportation at irregular times is required—position may travel offsite as needed
Preferred Qualifications
ALA accredited Master’s Degree in Library and/or Information Science, or other humanities discipline with specialized experience in excess of minimum requirement.
Supervision Received
This position reports directly to the Adult Services Manager.
Conditions Of Employment
 Vaccination Required: The selected candidate will be required to show proof of COVID-19 vaccination status prior to the start of employment. All new employees must have received at least one dose of a COVID-19 vaccine at least two weeks prior to their official County start date. In addition, all new hire employees must receive a second dose (if Moderna or Pfizer) within the first thirty (30) days of employment. The County will consider bona fide medical or religious accommodation requests on an as needed basis.
The selected candidate will be pre-employment required to obtain, at their own expense, 3 forms of clearance including PA State Police Criminal History Record Check; PA Child Abuse History; and FBI Criminal History Background Check including finger printing, each dated within the current calendar year.
